The training was orchestrated under the visionary leadership of Dr. Neil P. Balba, LPU Laguna's Chief Digital Officer. With a distinguished career spanning three decades, Dr. Balba is an international IT and engineering consultant, a professional computer engineer, and a dedicated educator. Dr. Balba has also served as the national president of the Philippine Society of Information Technology Educators (PSITE) and is currently the vice president for external affairs. His commitment to advancing technology education has been recognized with accolades, including the Best Research Presenter award at the 15th Association of the Universities of Asia and the Pacific General Conference.

The event commenced at 9:00 AM, setting the stage for a comprehensive day of learning. The morning sessions delved into the fundamental concepts of fiber optics, covering topics such as communication principles, various optical fiber types, and critical components like connectors, terminations, cables, and splices. Emphasis was placed on the significance of fiber optic testing to ensure robust and high-speed connections.

Transitioning from theory to practice, participants engaged in hands-on training sessions that involved splicing fiber optic cables and assessing network stability. This experiential approach provided students with a tangible understanding of how fiber optic technology underpins modern infrastructures across sectors.
